The Star City+ is TVS’s answer to the question nobody asks loudly: what if the scooter simply didn’t mind carrying weight? The 124cc engine makes its 10.8 Nm at just 4,000 rpm, the suspension is set to absorb rather than report, and the saddle is the longest and flattest of the petrol group. Two adults and the residue of a weekend shop can ride forty kilometres on a state highway without either party negotiating with the machine.
The economics are equally unflashy and equally strong. The claimed 58 kmpl is the highest figure on this list, and real-world city numbers of 48-52 kmpl keep it comfortably ahead of most rivals; TVS’s service reach into small towns is broad, fixed-price service packs cap early ownership cost, and the 1,305 mm wheelbase gives it the steadiest loaded behaviour here. For a household, a rental fleet or a daily long-haul commuter, the value is in those weeks of ownership rather than the first weekend.
Against that, the Star City+ asks you to forgive a frumpy surface. The styling is upright and dated next to the Dio and the NTorq, the console is functional rather than featured, and the 114 kg mass makes it the heaviest petrol scooter here — felt on the stand and in a tight U-turn. Above about 85 km/h the soft rear end starts to float and the 90 km/h ceiling is ceiling rather than cruise. It is a scooter that is very good at being useful and makes no attempt to be wanted.
